eFILING COMES TO BROWARD
Chief Judge Victor Tobin, Howard C. Forman, Clerk of Court, and Administrative Probate Judge Mel Grossman, announce a 90 day pilot project beginning April 2, 2008, for electronic filings in the 17th Judicial Circuit's Probate and Guardianship Division. There are approximately 13,500 active cases in the division, which receive more than 300,000 filings a year. This milestone represents the initial realization of a shared vision of the Clerk and Judiciary.
"Judge Grossman, Mr. Forman and I intend to move this circuit forward into the 21st Century," Tobin said. The system, featured recently in the AARP/American Bar Association publication, 'Promising Practices for Court Monitoring', has been several years in development, and is unlike other electronic filing systems. Important demographic and economic data about incapacitated persons will be confidentially collected, using XML 'Smart Forms', which are unique to the Broward model. The automated data collection and the web-service were developed by the Court Administrator’s Judicial Information System staff.
"This will significantly increase the ability of judges to safeguard the health and property of individuals subject to a guardianship," Grossman said. "This is a growing concern as 2007 marked the beginning of an expected avalanche of baby boomers entering the years when guardianship may become a factor."
Clerk Howard Forman states, “When I was elected Clerk of the Court I made an early commitment to improve the operations of my office and service to the justice community and citizens through an aggressive implementation of technology in many facets of the office. I executed an agreement with BearingPoint for electronic filing services and, with the support of Chief Judge Tobin and the commitment and effort of Judge Grossman, we have now made eFiling a reality. The filing community will be able to avoid postage, parking, courier and office supply expenses while gaining the opportunity to file documents with the Clerk on a 24x7x365 schedule from the convenience of their office.”
Electronic filing will be implemented in other Divisions of the Court on a rolling schedule, beginning with the Civil Division later in 2008.

Didn't old Dale used to brag he didn't have a computer? Or was that he didn't know how to use email? Or that he couldn't even turn a computer on?
Good job Tobin and Forman.
I love how Ross happens to be on vacation this week.
Maybe he's getting a testosterone injection to give him fortitude for the next few months.
Makes sense about Spechler not being allowed into the courthouse. If it comes out he was being investigated for threatening downtown male and female judges, that would certainly give Tobin
good cause to ban the bum. (We know the satellite judges can take care of themselves).
Hey, does anyone know if Bogenschutz has been hired by Spechler?
If this comes down to hardcore investigation over potentially criminal acts (thereby explaining the speedy resignation), he could lose his pension. For Speckler's sake I hope Bogenschutz does a better job than he did for Kenny "Corrupt" Jenne.
Speaking of Kenny boy, is this place a cess pool or what? Is Mike Satz part of the problem? How can so much corrupt and dysfunctional behavior go on with such a strong American patriot like Satz on guard enforcing the legal standards we all have to live by?
Dump Satz = Clean up Broward. And stop the racist destruction of our poorest African-American communities.
Now that would be something.
Imagine what can be accomplished when the Chief Judge works with the Clerk of Courts, instead of going out of his way to humiliate him. Good job Tobin and Forman I say.
long overdue...
you know, a lot of other circuits have online docketing, where you can pull up a PDF copies of any document in an online court file. and its been around for years. this county sux.
At this point in time, is there a worse attorney tan Bogenschutz? This guy is so far past his prime, it's ridiculous. who is going to take his place? Dutko?!? What a joke. Kroll?!? HaHaHaHaHa. He has passed up the best young attorneys in town so he could keep control for years, and now he is paying the price. He passed up Hammer, Bailey and Loe (ok, he was doing Gardiner, it doesn't make him a bad lawyer). Bogey, you missed your chances.
Guys at my high school would use the most aggressive technology to safely and securely e-file all the time, it was no big deal.
