These days, with GPS monitoring and transdermal alcohol bracelets (ie., SCRAM, which soon will have house arrest capabilities), it seems that the state has alternative tools that can allow people to keep their freedom and jobs, support their families, and attend treatment, without jeopardizing public safety. There are viable alternatives to incarceration.
maybe. the basic idea is good, but what happens when a defendant fails to appear? who takes responsibility then? and what happens? i hope we can get some good answers from this 'summit'.

In re: substance abuse treatment for non-violent offenders. This is an obvious solution. I have worked in this field for over a decade as an attorney and advocate. My question: what do you do when the state funded services are substandard (and/or non-existent)?
When this is the case, there is little chance for success in treatment, thus a user who will continue and also continue to repeat the criminal activities that are symptomatic of addiction. The revolving door continues.

Broward is hell on earth. They imprison everybody. No one will stand up to the SAO. Judges are executioners of children's fathers and their dreams of a happy life. Woe to the unfortunate poor person who gets caught in Broward where its still Jim Crow sitting on the roost.
The World Health Organization reported yesterday that, "the United States leads the world in rates of experimenting with marijuana(42%) and cocaine(16%) despite strict drug laws." The report concluded that, "countries with looser drug laws have lower rates of abuse." I'm tired of my Tax dollars going to fund PRISONS for people abusing drugs.

This is actually a good topic and area for Broward county, and/or the entire state to take under advisement, i agree that alternatives to incarceration is something extremely worthy and important; HOWEVER, somehow I see Howard using this to manipulate his upcoming runoff election. Not to say that I think that he doesn't believe in alternatives to incarceration, but rather he is using the system for an opportunity to gain support. Clever, I must say, While he may be aiming at killing two birds with one stone, I think having forums like this during re-election period was more than a mere coincidence. Can't help myself, I just try to say it, as I see it. And unfortunately I don't think I will be able to attend, but I DO SUPPORT THE CAUSE; I don't support hidden political agendas masked in sheep's clothing.
For years Arreaza has been speaking about alternatives to incarceration for simple drug offenses. He's gone so far as to formulate a plan and laws for it.

What is Arreaza's plan? Haven't heard anything from him except his jealousy of not having a tv show too. Wait, I know his plan. Deny lawyers to poor people so they can sit for 40 days without charges. "ERU is very bad." Maybe this makes a lot of sense in Arreaza land but not in the real world dummy.
It is to create a top notch public defender's office, hire quality recent law graduates to be asst. public defender's and intelligent, bright supervisors to guide and nuture these budding lawyers. The game plan is to provide the lawyering for the indigent, it is a simple plan but unfortunately not be carried out by finkelstein-that is what we in the courthouse assume Alex will do from his past conduct and practice. This is a fearless leader who will operate the office in an open equitable, fair manner.
